No one can come to Jesus unless God the Father draws them. That is how Jesus put it in John 6:44 (see also John 6:65). This is part of the bilical teaching on the doctrine of Election/Predestination. This is a hard saying to be sure!

Wayne Grudem defines Election/Predestination as "an act of God before creation in which he chooses some people to be saved, not on account of any foreseen merit in them, but only because of his sovereign good pleasure" (Christian Beliefs: Twenty Basics Every Christian Should Know, ed. Elliot Grudem, Grand Rapids, MI: Zondervan, 2005, page 79.)
